PAGE 219 -------------------------------------- CONSTITUTION Of The TEXAS DIVISION UNITED DAUGHTERS of the CONFEDERACY ARTICLE 1. NAME TEXAS DIVISION UNITED DAUGHTERS OF THE CONFEDERACY OBJECTS The object of this Association shall be memorial, benevolent historical and social. To accomplish these purposes, it will seek: 1st. To bring into this organization all women throughout the State who are eligible for membership in its local Chapters, and to unite these women by similar ties of loyalty to memories and principles as bind together Confederate Vetersns. 2d. To fulfill the duties of sacred charity towards Confederate Vetersans and their descendents. (As amended December, 1900, at Convention in Corsicana.) 3d. To promote among both sexes, and especially among the younger generation, an intelligent understanding of the Constituional principles for which the men of the Confederacy fought and to perpetuate the traditions and literatue of the South. To collect and preserve material for a true history of the war between the Confederate States and the United States of America, especially Confederate Veterans in the determination that American history shall be properly taught in the public schools of the state and to use its influence towards attaining this object in all private schools. 4th. To erect monuments to the heroes of the Confederacy. ARTICLE III. MEMBERSHIP All Chapters which are properly chartered in this State there- PAGE 220 -------------------------------------- by become members of this Division. Seven or more women can organize a Chapter anywhere in Texas by applying for a charter from the United Daughters of the Confederacy, through the State headquarters. the qualifications for membership in the Chapters are the same as laid down in the Constitution of the United Daughters of the Confederacy, and render the Daughters of the Confederacy, in due time, a strictly hereditary society. Women entitled to membership are the widows, wives, mothers, sisters, nieces and lineal descendants of such men as served honorably in the Confederate army, navy, or civil service, or of those persons who gave material aid to the cause; also women and their lineal descendants, wherever living, who can give proof of personal service and loyal aid to the Southern cause during the war. ARTICLE IV. (As amended No. 30, 1899, at Convention at Austin.) OFFICERS The officers of this association shall be a President, four Vice Presidents, Recording Secretary, Corresponding Secretary, Treasurer, Registrar and Historian. All these shall be elected annually. In the election these officers must be divided as equally as possible among the several Chapters. ARTICLE V. (As amended in Nov., 1899, at Convention in Austin.) MEETINGS This Division shall meet annually the first week in Decmember, the day of the week subject to the call of the Prsident, and at such place as the preceding Convention shall designate, postponement being left to the discretion of the President. Annual meetings, with appropriate ceremony, shall be held by all Chapters in the State on the following days: The birthday of Gen. Robert E. Lee, January 19th. Veterans' Decoration or Memorial Day, April 26th. The birthday of President Jefferson Davis, June 3d. Sec. 2. Each Chapter in all meetings of the State Division shall be entitled to one representative to every twenty-five members or fraction thereof, said fraction being not less than seven. Any one or more delegates from a Chapter can cast the whole vote of said Chapter. (As amended December, 1900, at Corsicana.) Sec. 3. It shall be the duty of the Recording Secretary of each Chapter to prepare a report of the Chapter's work during the year, PAGE 221 -------------------------------------- a complete roster of members, and names of those who have died, and file same with the State Secretary thrity days prior to the annual meeting of Division. (Amended at Convention, December, 1900, at Corsicana.) Sec. 4. It shall be the duty of the Historian of each Chapter to fill up and returen each month to the State Historian blank forms of returns for Historical Department of her Chapter, as amended. (Amended December, 1900, at Convention in Corsicana.) Sec. 5. The State Secretary shall publish in the minutes of the Annual Convention, records of Historical Department of each Chapter, as prepared by the State Historian. ARTICLE VI. FEES AND DUES Sec. 1. A fee of three dollars shall be charged each Chapter for its charter and fifty application blanks, and five cents per capita for each charter member as an admission fee. Sec. 2. On the first day of January of each year, each Chapter shall pay into the Treasury of the State Division ten cents for each member of said Chapter (instead of the two dollars yearly dues hitherto in use) for State expenses, and on the first day of February shall send to the Recording Secretary of the National United Daughters of the Confederacy the ten cents per capita tax of each member in good standing on its roll. SEAL Sec. 3. The Seal of the State Division shall be the same as that of the United Daughters of the Confederacy, with addition of name of State on outer rim. BADGES Sec. 4. The badges to be worn by members of this Division shall be the same as adopted in the Constitution of the United Daughters of the Confederacy. ARTICLE VII. (As amended November 30, 1899, at Convention at Austin.) ELECTIONS Section 1. The election of officers in this Division shall be by ballot. A majority of all votes cast shall be necessary for a choice. Sec. 2. All elections of officers in Chapters shall be held as near the first of January as possible. ARTICLE VIII. AMENDMENTS. The Constitution may be amended by a two-thirds vote at any PAGE 222 BACK PAGE 1 -------------------------------------- Convention, provided a written notice of such amendment be filed with the Recording Secretary thirty days prior to te time fixed for such Convention. Upon filing such notice, the Recording Secretary will extend notice thereof to all the officers of the State Division and to the respective Secretary of each Chapter. ARTICLE IX SPECIAL POWERS Section 1. This Division shall have the power to make and adopt such rules and regulations and by-laws as it may deem proper and expedient; provided, such rules and regulations do not conflict with the laws of the State of Texas or the Constitution of the United Daughters of the Confederacy. Sec. 2. This Division shall have power to establish Chapters in any county in this State, subject to rules and regulations of the United Daughters of the Confederacy. Sec. 3. The State Division herby grants to Chapters the authority for the transfer from one Chapter to another of any member in good standing, without extra charge. BY-LAWS Of The TEXAS DIVISION UNITED DAUGHTERS OF THE CONFEDERACY ARTICLE 1 The President shall preside at all meetings, announce the business before the Division, state and put all questions, preserve order and decorum, and decide all questions of order. She shall have the general supervision of all affairs of the Division, appoint all committees, and approve all orders drawn on the treasury for the payment of money. She shall call special meetings of the Division at request of the majority of the Chapters. ARTICLE II The Vice-President shall assist the President and, in her ab- PAGE 223 -------------------------------------- sence, the First Vice-President shall act as President, or in case of disability of the latter, the Second Vice-President will preside, and so on in succession. ARTICLE III (As amended, December, 1900, at Convention in Corsidan.) The Secretary, assisted by theAssistant Secretary, shall keep a minute book, in which an accurate report of the meetings of the Division shall be recorded. Under her supervision there shall be prepared and published the proceedings of each Annual Convention. She sall issue by mail calls for all meetings, and shall make and keep a roll of the Cahpters of the division, the dates of their organization, and addresses of their oficres. She shall forward to each Chapter, annually, the blank forms of reports to be made by them. She shall, with the Assistant Secretary, conduct the correspondence, file all letters of importance, keep an accurate note of all letters written for the Division. She shall notify all committees of their appointment, and shall furnish names of all members to their respective chairmen. She shall furnish applications for charters. She shall keep a supply of membership applications for blanks, and shall issue fifty to each new Chapter, with a model, showing how they should be properly filled out. Upon receipt of orders made payable to the Treasurer, she shall send these blanks to the Chapters as they need them. ARTICLE IV (As amended December, 1900, at Convention in Corsicana.) the assistant Secretary shall reside at the place of residence of the Recording Secretary, and shall assist the Secretary in any of the duties of her office which may be assigned her. ARTICLE V (As amended December, 1900, at Convention in Corsicana.) The Treasurer shall collect direct all State dues and all money due to the Division. The amount should be sent in a money order payable to the Treasurer. She shall disburse the same under order of the President for the current xpenses of the Division. She shall give receipts to the Treasurer of Chapters for all money received from them, and shall notify all Chapters when delinquent with their dues. She shall send her report, with her books, to the Auditing Committee two weeks prior to the Annual Convention. ARTICLE V1 An Auditing Committee composed of three members, shall be PAGE 224 -------------------------------------- appointed by the President, whose duty it shall be to audit the books of the Treasurer two weeks prior to the Annual Convention, and make report. ARTICLE VII (As amended December, 1900, at Convention in Corsicana.) The Registrar shall keep a register of the names of all members of all Chapters, and the dates of their admission to membership. The Corresponding Secretary or Registrar of each Cahpter shall send to her from time to time the duplicates of applications for membership which have been filed in the Chapter, and the Registrar shall record these, etc. ARTICLE VIII (As amended December, 1900, at Convention in Corsicana.) The Historian shall have the general supervision of the Historian and Literary Department. She shall devise ways and means for the accomplishment of the objects set forth in Section 3, Article 11 of the Constitution. To that end she shall, each month, prepare a programme of study, reading, discussion and recitation, and distribute the same to each Chapter. She shall append to each programme a blank formto be filled up and returned to her each month. The Historian shall collect all records and incidents connected with the Confederacy and its glorious war for independence especially the part taken by her State in this struggle, and safely keep and preserve the same. She shall have the custody of all historical papers and shall claim the co- operation of the Historians of the various State Chapters. ARTICLE IX (As amended December, 1900, at Convention in Corsicana.) An authority on Parliamentary law shall be adopted by this Division. "A Compendium and Question Book of Parliamentary Law, by Lillian Cole Bethel, published by the autor, 783, E. Long street, Columbus, O.," is recommended by Mrs. Currie. The President, at each annual meeting of the Division, shall appoint the following standing committees: Credential, Auditing, Transportation, Anniversaires, History, Albert Sidney Johnston Monument, Texas Room Confederate Museum at Richmond, Resolutions, Room in Texas for safe-keeping of relics donated Division, and such other committees as the needs of the Division require. That name on starry height, Fame seized the plume to write, when might and darkest night concealed each star. Yet, honor, with firm heart, Held glory's blood-stained chart, Through murk and storm, its stars like unto those God's azure vaults disclose, Each, with its own life, glows- Yet, uniform. Grand voice of liberty! Thy tones in infancy First spoken here. A southron heard thy tone, South breezes bore it on, And southern sun bright shone On utt'rance clear. Fair Southland!
