FRANKLIN COUNTY:

Franklin County, when created in 1784, encompassed a great area that was eventually broken into the counties that you see here. Today Franklin County is much smaller than it was when it was formed from territory ceded to the United States by the Cherokee (Treaty of Long Swamp, 1782) and Creek (Treaty of Augusta, 1783) Indians. At that time it included all of Barrow and Jackson counties, significant portions of Oconee, Clarke, Madison, Banks, Hart, Stephens counties, parts of Gwinnett, Hall, and Habersham counties, and the northwestern corner of South Carolina (present-day Pickens, Oconee and Anderson counties).

This land was among the last land in Georgia to be distributed under the corrupt "head right" system. In 1789 the head right system passed from state to county government, making them even more corrupt, while the state began to grant hugh tracts of land to speculators. These policies ended with the Pine Barrens Scandal and Yazoo Land Fraud (1795-1796) and the head right system was replaced with a "land lottery" in 1803.

OGLETHORPE COUNTY:


Oglethorpe County Map

Oglethorpe County was established out of Franklin County in 1794. Quoting from the book "Supplement of History in Oglethorpe County, GA" by Carrie Carter Smith . . . "Since the beginning of Oglethorpe County, a town named "Arnoldsville" has existed. It is located about the center of the western side of Oglethorpe County, eleven miles east of Athens. It once had a railroad station, a saw mill and a gin. Since the beginning of the county in 1794, this community has been known for its political, educational and spiritual leaders. In 1894, a Mr. Edwin Shaw, who was operating a store there, secured a post office and it was named "Edwin" in honor of him. In 1896, a Mr. N. D. Arnold, who was one of the largest farmers in the county, bought Mr. Shaw out and the town was then named "Arnoldsville".

e) James Davenport - 1792 moved from Hanover Co., Virginia to Oglethorpe Co., GA. The Pamunkey Arnold Chronicles states this about James Davenport:

James Davenport, son of Martin Davenport of Hanover Co., Va. married Frances Jouette and lived on the old Martin Davenport place in Hanover Co., Va. until about April 1791 when his son James Davenport, Jr. and wife Dicey conveyed to William Ashley of Spottsylvania Co. 150 of land in Hanover Co. for 170 pounds current Va. money. This was described as being where James Davenport Sr. "now resides". It was bounded by Pamunkey River, James Davenport Sr.'s spring branch, Kennaday's line, and John Seay's line...Deed Book 1783-1792, Hanover Co. records, Va. State Library.

NOTE: James Davenport was born about 1723 in King William Co., VA to Martin Davenport and Dorothy Glover. James married Frances Jouett in Louisa Co., VA 1747. He moved to Hanover Co.

WILKES COUNTY:

Wilkes County after the Revolution was a popular area of settlement as the land was inexpensive and of good quality. The population increased rapidly and, although pioneers still came from the Carolinas as did most of the earlier settlers, a much larger percentage were now progressing southward from Virginia. Many of these Virginians established themselves in a closely knit settlement along Broad River and also in Washington itself.

Wilkes was Georgia's first "mother of counties" as Elbert, Lincoln, Greene, Oglethorpe, Warren, and Taliaferro were all cut from the original bounds of Wilkes County.

MADISON COUNTY:

Madison County was created from parts of Oglethorpe, Clarke, Jackson, Franklin, and Elbert Counties on December 5, 1811. That part of present day Madison County east of the North Fork of Broad River was not taken from Franklin and Elbert Counties until December 21, 1819. Seventeen additional boundary changes between 1813 and 1877 added small areas to Madison County from Oglethorpe, Clarke, Jackson, Franklin, and Elbert Counties, while five changes added small areas from Madison to Oglethorpe, Clarke, Elbert, and Hart Counties. Many of these changes involved only one landowner. Approximately three-fourths of Madison County was taken from Elbert and Oglethorpe Counties, both having been created from Wilkes County in 1790 and 1793, respectively.

ELBERT COUNTY:

The parent county from which Elbert County was organized is Wilkes. The county seat is Elberton, population about 7,000. The county, in the rolling hill country section of Georgia, above the fall line, is bordered on the east by the Savannah River, and on the west by the Broad River. Some early communities include Dewy Rose, Ruckersville, Fortsonia, Petersburg, Heardmont, Doves Creek, Rock Branch.
