Your Committee to whom was referred sundry
petitions from the Inhabitants of Washington
Sullivan and Greene Counties.

Impressed with a sense of the sufferings of those
people during the Anarchy which has Long pre
-vailed among them beg leave to suggest the 
Necessity of extending to them the benefits of govern
=ment and protection; And that they be Assured
they will neither be discarded or neglected by their
brethren on this side the mountains; but that they
shall remain secure in regards to Liberty and property
		Your Committee are Farther of Opini
=on that the numbers and wealth of those Counties
will be No means enable them as yet to support a
Seperate Government; And that therefore the Le
=gislature of North Carolina Cannot accede to a sepe
=ration at this perion without at once aban
=doning a Considerable Number of her worthy Citizans
to ruin and distress:
Fathears [further/] to your Committee that some designing
persons in that Country have so far deluded many
of the Citizens as to make them wish a seperation
there /under/ an Idea that they by the Act of Cession passed
In June 1784 were forever severed from this Govern 
=ment And its protection and would be an emancipation
from Slavery  This Notion pervaded the minds of a Ma
=jority for some time while Led on by a blind infa
=tuation;  But When they had time to reflect they
Clearly discovered that they were equal partakers

With the rest of the state in the mild influence ot its
Constitution and Laws And were equally represented
In its Councils.
		Your Committee Further Beg Leave to
Represent that while Anarchy prevailed in the 
Counties of Washington Sullivan and Greene Various
Acts were done Under the authority of the supposed
State of Franklin which were not strictly Right
and consonant to the Laws of this state and the 
persons promoting the same have become highly
reprehensible:  but as great contentions end
Animosities would arise among the different
Classes of people in that Country should those
offences be punished
		Your Committee beg Leave to suggest
the necessity of passing an Act or Acts of Oblivion
so as to Conciliate and quite the minds of those who
may have through Blindness or passion acted thus
Unguardedly;  Provided the said act or acts do
not extend to confirm any Law proceedings in Civil
Suits but that the same may be reviewed in the Courts
of Common Law.
	Your Committee beg Leave to report as their
Opinion that the Citizens of Washington Sullivan
And Green be required to pay the arrears of taxes 
due from them previous to the commencement of
the interregnum of Government in that part of the
state and that they be released from the payment of
any taxes which have become due /for the years 1784 & 1785/ (since that time
Untill the Year 1787) [words in ( ) are circled]  Your committee are induced
to make this last recommendation from a Conventio?
							  That

the most Friendly intercourse between the Citizens
of this State On the Eastern and western waters
but above all that the faction and discord which
have too long prevailed may be no longer suffered
to have an existance in the western world:
This your Committee Conceive is to be effected by extend
=ing friendly protection to those whose habitations
are west of the Apalachian Mountains
		Your Committee beg leave to suggest
that although a seperation is at this time impractible
yet wherever the wealth and Numbers of the Citizens
On the Western waters so much increase as to make 
the same necessary that then we are free to say a se
=peration may take place Upon Friendly and Recipro

the legislatur of the State of North Carolina on the second day
of June Anno Domini one thousand seven hundred & Eighty four
passed an Act Ceding to the United States in Congress Certain
Lands West of the Apalachean or Allighenay mountains and
Whereas Sundry Designing men Inhabitants of the Ceded Teritiory
has Errected a Certain –------------ Goverment and Declared them
selves Independant of the State of North Carolina in Direct
Opposition to an Act passed the same Session Declaring their
right of Soveriginty and Jurisdiction over the said Ceded Teritiory
Untill the United States in Congress Should Except the said
Cession—And whereas the Legislature in the fall of Said
year Repealed the said Cession act which we look upon to be
and Act of the Greatest Justice as the Inhabitance of the Ceded
Teritory had not been Consulted respecting their Seperation.----
And whereas sundry Designing men have and still Conti
=nues to propogate that the United States in Congress had
actualy accepted the Said [erased:Cition] Cessition------
The remoteness of our Local situation from any Certain
Inteligence Caused them to Draw a Number of Adher
=ents to the Said [scribbled out:Territory?] Goverment and Even many of the 
Good Citizens of North Carolina and firmly att__ted to hur
Interst & was at the Greatest loss how to Conduct themselves
as the wheels of Goverment had been Totaly Obstructed upon the

North Carolina of the Expence of Governing a People for
One year who must then be of no Future advantage
would be infering on her a Favour; The Reasons why we
Wish to be Separate, will naturally Su[gg]est themselves
to every Sensble Man who is Acquainted with the Si[tu]atio[n]
