THE events of the World War affected so many persons in so many different ways, 
and encompassed almost all the interests of a great majority of our people, that 
the Spanish-American War of a little more than three decades ago is over-
shadowed. Blair County furnished two companies of men, Company C, Fifth 
Regiment, was made up of men from Blair, Huntingdon, Mifflin, Clearfield, 
Centre, Somerset, Indiana and Cambria Counties, with Colonel Theodore 
Burchfield, of Altoona, in command. John H. West was captain of Company C, and 
H. A. Miller, a Civil War veteran, was the first lieutenant, while William 
VanAllman served as second lieutenant. Captain C. S. W. Jones commanded the 
Sheridan Troop. He was assisted by T. M. Fleck, first lieutenant, and H. S. 
Fleck, second lieutenant. Both companies went to Mt. Gretna for training on 
April 27, 1898. Company C was transferred to Chickamauga, Georgia, and Camp 
Hamilton, Kentucky, before the men were discharged on September 17th. Sheridan 
Troop met different experiences. The members remained at Mt. Gretna only a short 
time before they were put under the command of General Nelson A. Miles in Porto 
Rico. There they became a part of the Pennsylvania Cavalry, and Captain Jones 
was promoted to the rank of major. Sheridan Troop returned on September 20th, 
and received elaborate receptions just as did Company C. Other citizens of this 
county fought in the Philippines, in China and on the Mexican Border.

                            PRELIMINARY ORGANIZATION

The declaration of war by the United States against Germany in April, 1917, and 
those against other Central Powers, that ensued, found citizens of Blair County 
willing and anxious to give their time and property to the interests of their 
country. Men, women and children participated in the activities of the years 
that followed, until the surviving soldiers, sailors and marines laid down their 
implements of war and turned their attentions to securing enduring peace.

How many of our citizenry were identified with the various branches of United 
States service then, will probably never be definitely ascertained. The 
Armistice of November 11, 1918, came at a time when many troops were in France 
at the front, at ports on the seaboard, in hospitals, serving with troops of 
other Allies, in transports on the high seas, and in camps at home. There was no 
definite preparation for the Armistice, so that the change of orders and the 
countermanding that it necessitated, brought an almost unprecedented confusion. 
The gigantic organization, and rapid training of raw recruits, that succeeded 
the entrance of the United States into the World War, was also unprecedented. 
But it is possible to understand the difficulties met by the historian in 
establishing the number, names, or addresses of World War veterans when it is 
con-

sidered that in many cases dates of discharge and the number of company or 
regiment, that appear on discharge papers and in the Pension Bureau at 
Washington are often at variance.

There are other conditions that render it impossible to present a complete list 
of veterans. Some of these will appear later. Only the compiler who aims to get 
accurate data realizes how many men were "missing in action." Month after month 
privates and officers who were despaired of more than a decade ago, reappear in 
foreign capitols. Pennsylvanians who served in the World War are scattered from 
Archangel, Russia, to Sidney, in Australia, and over the length and breadth of 
the American continents. Surely no such opportunity for travel and "seeing the 
world" presented itself before or since the World War, and in the confusion of 
its sudden termination many persons took advantage of the opportunities thus 
afforded.

The preparation for America's participation in the cause of the Allies began 
immediately after the declaration of war. Governor Martin G. Brumbaugh, of 
Pennsylvania, began the organization of County Public Safety Committees 
throughout this state at once. In Blair County, J. Banks Kurtz, our present 
representative in Congress, became the chairman of the local unit, and Jesse C. 
Sell, secretary. Among the other original members were: Dr. A. L. Feltwell, John 
Lloyd, Jr., W. S. Aaron, and H. A. Davis, of Altoona; T. H. Greevy and W. D. 
Libby, of Williamsburg; John Elliott and J. D. Hartman, of Hollidaysburg, and 
Dr. A. L. Garver, of Roaring Spring. The first activities of this committee were 
directed toward organizing the resources of the county so that they might be 
used most effectively to further the interests of the country in the war. This 
was accomplished by arousing patriotic feelings and willingness to serve through 
a great public, patriotic demonstration that was held at Altoona on May 12, 
1917. This will be referred to, in more detail, later. C. L. Brumbaugh, J. D. 
Hicks and Arthur D. Goldschmid worked with the committee to make the 
demonstration successful in every detail. On May 7th, Governor Brumbaugh 
enlarged the local Public Safety Committee by appointing the following persons 
to serve on it: William I. Woodcock, S. I. Stoner, J. V. Taylor, John L. 
Haberstroh, James P. Bartley, J. L. Minick, D. G. Myers, T. J. Forbes, J. H. 
McGrail, Joseph C. Foreman, Dr. Joseph D. Findley, William M. Stump, Honorable 
H. C. Barr, Peter C. Clare, Walter Greevy, J. W. Few, Charles Runk, W. C. Shuff, 
R. J. Fay, Frank Hastings, F. M. Hetrick, J. D. Miller, F. A. Bell, E. J. 
Harkness, E. E. Lewis, H. R. Whitehead, J. E. Smith, Dr. S. L. McCarthy, I. N. 
Atherton, George W. Creighton, Charles Hughes, C. W. Bush, R. J. Bremmer, C. Y. 
Hendrickson, R. O. Hart, G. C. Hiner, and N. W. Smith, all of Altoona; John L. 
Porter, Charles M. Waple, G. W. Strong, Harry Johnston, George Givler, and W. E.

Henshey, of Bellwood.

The permanent officers of the organization were elected on May 7th. They were: 
chairman, J. Banks Kurtz, of Altoona; vice-presidents, Dennis O'Leary, of 
Altoona; Dr. A. L. Garver, of Roaring Spring; D. Shelley Kloss, of Tyrone;

C. L. Nonemaker, of Altoona; William D. Libby, of Williamsburg; secretary, Jesse 
C. Sell, of Altoona; assistant secretaries, J. V. Taylor and Charles Kelley; 
treasurer, Frank Hastings, of Altoona; executive committee, J. B. Kurtz, H. A. 
Davis, John Lloyd, Jr., W. S. Aaron, and J. D. Hartman. After the patriotic 
demonstration on May 12th the chairman appointed fifteen units of the Public 
Safety Committee to make its work more effective. The directors with their 
respective units were: Oliver Rothert, Altoona, finance; A. D. Houck, Altoona, 
publicity and education; Harry A. Thompson, Tyrone, legislation; Dr. A. L. 
Feltwell, Altoona, allied bodies; Dr. J. D. Findley, Altoona, sanitation and 
medicine; William F. Gable, Altoona, civic relief; Dr. W. Frank Beck, Altoona, 
food; M. H. Canan, Altoona, material; Honorable J. L. Hartman, Hollidaysburg, 
industrial plants; L. C. Wolfe, Altoona, motor trucks; W. C. Westfall, Altoona, 
civilian service and labor; James P. Bartley, Altoona, military service; R. F. 
Bankert, Altoona, naval service; B. J. Clark, Altoona, guards, police and 
inspection; Noel W. Smith, Altoona, transportation. The latter unit included all 
types of transportation, and Mr. Smith was assisted by Joseph Slutzker, S. S. 
Crane and Harry G. Hinkle, who directed the various sub-divisions. Additional 
members were appointed to the executive committee. They were: Thomas H. Greevy, 
N. W. Smith, Dr. J. C. Nugent, H. K. McCauley, Honorable J. D. Hicks, Charles T. 
Derick, Mayor Charles E. Rhodes, R. Bruce Dunlap, all of Altoona; Richard 
Beaston, of Tyrone; John Woodcock, of Hollidaysburg; Ivan Garver, of Roaring 
Spring; Samuel March and Harry A. Sparr, of Williamsburg; M. R. Brumbaugh, of 
Martinsburg, and Dr. J. L. Brubaker, of Juniata.

Little time elapsed after the declaration of war until men began to volunteer 
for military and naval service. Not until September, 1917, did the first quotas 
of drafted men leave for the camps. For this reason the names of enlisted men, 
gleaned from the columns of the Altoona Tribune and the Altoona Mirror, appear 
first.

Mention should be made here of the Third Regiment. This division of the service 
was made up of local recruits who were stationed at a temporary camp, known as 
Camp Cresswell, on the Anderson Farm, north of Altoona. The men lived in tents 
there. After May 4, 1917, the camp was transferred to the Gwin Farm, at Juniata 
Gap. About fifty men of the engineer and supply companies of the Third Regiment, 
Pennsylvania Infantry, were quartered there for a time

SOME RECRUITS

More than 380,000 men served in the army, navy, marines and other branches of 
the war department, from Pennsylvania during the World War. The World War 
Historical Commission at Harrisburg is engaged in compiling the service records 
of these men. The task is enormous, and the director despairs of ever accurately 
completing it. The arrangement of names has been alphabetical, so that it would 
be an impossible task to go through the cards to discover how many, and which 
men are accredited to Blair County. Through the newspapers

of the period, and the draft board records, an inadequate list has been 
prepared. Some of the men sent by the local draft boards were volunteers who 
entered the service after they had registered for conscription, before drafted 
men were prohibited from voluntary enlistment on December 12, 1917. Thus it is 
that the names of men who volunteered their services will appear among others 
who were sent by their communities. Among those men accredited to Altoona in the 
following lists are some persons who resided in what was then the borough of 
Juniata. The Altoona Tribune and the Altoona Mirror published the names of 
volunteers at the local recruiting offices before the draft boards were 
organized. It must be remembered however that many men who considered Blair 
County their home were at school, or holding positions in other parts of the 
state and nation, and enlisted at the most accessible recruiting offices. Then, 
too, various branches of the service had their own recruiting offices in the 
larger cities of the country, and frequently the men sought to enter special 
branches of the service through them.

On May 2, 1917, the army recruits at the Altoona office were: Edwin A. Wert, 
Albert B. Fonner, Harry E. Eirhart, Myrle B. Lear, Harry A. Brumbaugh, Samuel 
Guido, Daniel L. Mong, James L. Lightner and Arthur W. Martin, all of Altoona; 
Samuel B. Hainley, of Hollidaysburg, and John E. Kane, of Williamsburg. On the 
same day William James Glasgow, of Altoona, entered the navy.

On May 3, 1917, the army recruited Charles P. Irwin, Melvin E. Mitchell, and 
Fred F. Crosson, of Altoona; Nicholas W. Caster, Gilbert B. Stoner, Chester M. 
Prough, Joseph M. Bechtel, Luther R. Allender, Joseph P. Pitcher, George L. 
Kennedy, Paul C. Lytle, Herbert A. Smith and Isaac H. Sollenberger, of 
Williamsburg; Raymond M. Lyle, Paul W. Everhart, Ralph W. Barker and Martin L. 
Hetrick, Tyrone; John W. Woodle, of Hollidaysburg. William Nelson, of Tyrone, 
and Guy L. Bonner, of Martinsburg, entered the marines on the same day.

Edward McMullen, George A. Nixon, Otis R. Dougherty, W. H. Estright, T. E. Long, 
James Lindsay, of Altoona, entered the service of the United States Army on May 
5th. Charles G. Crumbaker enlisted in the navy on that day, too. Grant M. 
Valkin, Joseph Hoffman and Lloyd Estright, of Tyrone, entered the army at the 
same time.

Ralph E. Smith, of Altoona, joined the Third Regiment on May 6th. Dr. Galen E. 
Moyer, of Altoona, was the first physician of this city to get a post in the 
service of the United States. Dr. Moyer was assigned to the naval medical school 
and hospital at Washington, D. C.  Dr. J. E. W. Armstrong, of Hollidaysburg, 
entered the service at about the same time as a surgeon dentist.

Regulations concerning recruiting changed on May 7th, after which recruits for 
the field artillery, infantry and hospital corps were the only persons received 
at the Altoona office. On that date Benjamin L. Hewit, Stewart B. Over, Frank 
Over, Jr., Frank Peck, Joseph Stultz, and Filmore Nickles, all of Hollidaysburg, 
entered the Officers' Reserve Corps.

Recruits for the army at Altoona on May 7th were: Lewis A. Brumbaugh, R. J. 
Fiester, Melvin L. Griffith, Thomas J. Forbes, Jr., Edward Irvin, Byron C. 
Miller, Robert C. Andrews, Gerald M. Grist, Rudolph H. Farbaugh, Robert D. 
Munnell, Clarence O. Stoltz, Robert B. Crissman, Charles W. Huffard, Wilson B. 
Perry, and Russell R. Perry, of Altoona; Harry H. Smouse, George H. Myers, 
Walter A. Bossler, Charles S. Geist, James B. Ridenour, of Martinsburg; Harold 
B. Baird, of Eldorado; Ralph W. Homer, of Lakemont. William E. Findley entered 
the marine corps then, and George Warren Bradshaw enlisted in the navy. Both of 
them were residents of Altoona.

On May 8, 1917, the army recruits were: Clyde R. Houston, Theodore Maleski, and 
William G. Beck, of Altoona; Joseph Incitti, of Bellwood; Jesse M. Rodkey, and 
Walter M. Hoover, of Williamsburg.

Raymond E. Schmidt, Arthur C. Mock, Paul E. Drummond, and Charles J. White, of 
Altoona, and Willard W. Woods, of Williamsburg, entered the United States Army. 
William M. Montgomery, of Duncansville, entered the navy, and C. M. Banks 
enlisted in the United States Naval Coast Defense Reserve.

The following men left Altoona on May 11, 1917, to enter the Officers' Reserve 
Corps at Fort Niagara: Archie Slutzker, F. F. Henneman, C. H. Hoffman, R. F. 
Love, A. C. Hawkins, H. Wallace, George Walton, Lennon Miller, Norman Lack, 
Lisle Airhart, Isadore Levine, Charles L. Miller, W. M. Hauser, John F. Stewart, 
H. D. Else, R. S. Schultz, A. D. Schultz, W. H. Slep, J. H. Little, D. K. Chase, 
John F. Walters, and Roy Meek, of Altoona; Frank Feltwell, of Ant Hills, 
Hollidaysburg; N. C. McConahy, Benjamin F. Jones, Robert Owens, J. L. Gaunt, W. 
B. Morey, and P. T. Winters. Mr. Jones had graduated from Princeton in the 
previous year, and had the distinction of being the youngest member of the 
class.

On May 10, 1917, the men who enlisted in the army at Altoona were: Ralph L. Orr, 
George E. McIntire, Rupert J. White, William F. Myers, Donald Y. Yarnall, Paul 
A. Just, Raymond C. Cole, Leon B. Brubaker, Charles R. Conrad, G. Dewey 
Detwiler, Clarence A. McManamy, David J. Kirk, Clarence F. Kauffman, John E. 
Weilder, Frank G. Balt, E. M. Walter, Melvin R. Matchley, and Roy A. Coleman.

Clarence S. Buck, of Altoona, and Frank H. Claar, of Newry, enlisted in the 
Third Regiment on May 11th.

The citizens of the county worked untiringly for the best interests of the 
country, and on May 12, 1917, held a great patriotic demonstration at the 
Pennsylvania Field and the Cricket Field, near Altoona. A parade preceded the 
ceremonies at the fields. Edward Brinton lead the Third Regiment Band. In all, 
twenty bands of the county were in the parade, and about 20,000 persons 
representing every type of activity and organization imaginable. About 30,000 
visitors witnessed the demonstration. Children from the public and parochial 
schools sang patriotic songs, and offered the pledge and salute to the flag. 
Mrs. Jean C. Milleisen lead the singing, while Rev. George F. Boggs, Ph.D., 
delivered the invocation. Honorable Charles E. Rhodes, Mayor of Altoona, served 
as

chairman, and introduced the speakers who included Honorable Thomas J. Baldrige, 
Judge of the Blair County Courts; Honorable E. C. Bonniwell, of Philadelphia, 
and Colonel Hugh S. Taylor, of the Pennsylvania National Guard and the United 
States Volunteers. The Tyrone Band, led by John P. Potteiger, presented special 
musical selections, and 250 men of the Third Regiment of the Pennsylvania 
Infantry added military atmosphere to the event.

This demonstration served to kindle the fires of patriotism in many of the young 
people of the county, and enlistments continued to increase. On May 14, 1917, 
John W. Skelly, Leo T. Herbert, Herman G. Fockler, Nicholas P. Frederick, Earl 
G. Simmons, Hugh C. Wilson and Harvey S. Long, of Altoona, entered the army 
through the local recruiting offices. Russell A. Morgart, of Henrietta, entered 
at the same time, while Christopher C. Kocher, Clyde F. Curry, and Andrew J. 
Patterson, of Altoona, and James A. C. O'Connor, of McKee, enlisted in the navy. 
Frank P. Wesley, of Bellwood, identified himself with the Third Regiment on the 
same day.

Michael Sheedy, son of Dr. and Mrs. John M. Sheedy, was commissioned a captain 
in the Engineering Corps on May 16th. His brothers, Morgan J. Sheedy and Paul M. 
Sheedy, became identified with the Officers' Reserve Corps at Fort Niagara.

The army recruits of May 16th were: Charles E. Kerr, Lawrence J. Hatch, Andrew 
J. Gray, John H. Wolf, and Ira E. Werner, of Altoona; Samuel S. Prough, of 
Hollidaysburg, and Paul L. Mowrey, of Tyrone.

Charles A. Barr and Norman M. Lack enlisted in the Fifth Reserve Regiment of 
Engineers in the Regular Army, and Dr. Harry C. Metz entered the Medical Corps.

Walter G. Gates, George D. Wands and Everett Shelow, all of Tyrone, entered the 
army on May 17th. On the following day Chester W. Orner, James McCulloch and 
George Livingston were recruited into the army. William Jennings Saylor and Adam 
L. Barr enlisted in the navy. They were all residents of Altoona.

On May 19th, Claude G. Files and Cecil A. Kelley, of Altoona, entered the army. 
So did Ralph C. Wiley, of Juniata, and Edgar James, Lewis M. Hample, John F. 
Davidson and William DeLong from Tyrone.

The Pennsylvania Railroad Company had been asked to enlist shopmen for work in 
France. In this way one of nine regiments of railroaders was recruited from 
local shopmen. More than one hundred persons volunteered on the first day after 
the call was made in May, 1917. On May 21st of that year, thirty mechanics from 
the Juniata and Altoona Machine Shops, and from the Altoona Car Shops departed 
for Philadelphia.

Lewis J. Ehringer, Elmer E. Springer and Joseph Springer, of Altoona, entered 
the army of the United States on May 21st. Recruiting stations were opened at 
Tyrone and Hollidaysburg on May 26th. Sergeant Floyd R. Myers was placed in 
charge of the Hollidaysburg office. Donald J. Schenck, of Altoona, joined the 
ranks of the 3rd Regiment on May 22nd, and the following men

became attached to Company G, 10th Regiment, before May 26th: William L. Bowers, 
Samuel A. Marshall, Harry A. Schermerhorn, Nathan C. Woomer and Roy R. Rothrock, 
of Altoona; Charles E. Wileman, Williamsburg; Mac R. Saylor and John S. 
Frederick, Altoona; Earl Paul, Hollidaysburg; Gilbert E. Nale, Duncansville.

On May 28th, Harry E. Bennett, of Altoona, entered the base hospital service, 
and Lloyd E. Ramey, of Roaring Spring, Ralph E. Young, of Duncansville, and 
Charles J. Yost, of Altoona, entered other branches of military service. Roy E. 
Dillon joined the mechanics of the Pennsylvania Railroad Company on May 31st, 
and on the same day Stewart E. Duff left for Fort Niagara. Charles B. Wilson 
enlisted in the army on June 1st. In the days just preceding the registration 
date set for June 5th, the following men enlisted in Company G, 10th Infantry: 
Maurice B. Williams, Altoona R. F. D.; Herbert H. Hoffman, George H. Vance, 
George J. Metzgar, Harry A. Wagner, Gilbert L. Schaaf, William F. Imler, John L. 
Hoover, and Joseph F. Miller, of Altoona. On June 4th, John P. Williams, 
Harrison B. Spencer, Michael Coloprice, Pietro DelVecgino, Harry L. Attig, 
Ercilino Francesco and Metto Criscervio, of Altoona, enlisted in the army. 
Samuel L. Hoover joined the marine corps at the same time. Ralph W. Culpepper 
who had served with the marines for four years reenlisted on June 5th.

On June 6th, about thirty members of the Ninth Regiment Engineers left for 
Philadelphia. The following Altoona residents were with the group: Edgar Fluke, 
G. H. Wolf, George Weber, William Barn, Robert Cooper and James Vaughn. 
Mechanics from the Pennsylvania Railroad shops continued to enlist. Among them 
were men employed as blacksmiths, machinists, helpers, stationary engineers, 
firemen, boilermakers, painters and carpenters.

The branches of the Altoona recruiting station at Tyrone and Hollidaysburg were 
closed on June 7th. One had been established at Cresson, in Cambria County, and 
it was continued. On that same day Marcellus J. Yahner, William H. Harney and 
Roy B. Smith, of Altoona, enlisted in the army. Guy M. Lauver, of Bellwood, and 
George W. Glunt, of Newry, entered the service at the same time.

By June 12th, Company G had its full quota of enlisted men. Among the last to 
join the company were: Albert L. Wilson, Henry Brandt, Clyde E. Wolfe, Martin O. 
Kitchin, Clair P. Nale and Joseph Policastro, of Altoona; Herbert A. Smith, of 
Williamsburg; Harvey H. S. Huston, of Hollidaysburg, and Robert A. Corl, of East 
Freedom.

In September, 1917, 116 men were recruited in Altoona, and this city ranked 
second in the number of men recruited in the Harrisburg District.

Recruiting in Blair County was rushed immediately before December 12, 1917. 
After that date drafted men could no longer enlist and choose the particular 
branch of the service that they preferred to enter. Accordingly, 127 men 
volunteered for the aviation, hospital and quartermaster corps of the army in 
the days preceding December 12th. Among those in the aviation group were: 
Charles W. Flickinger, Frank S. Jones and John Moran, of Altoona; Lester D.

Weaver, Bellwood; James L. Ingham, near Altoona; Eugene E. Clapper, Llyswen;

Steinninger, of Altoona; Charles V. Suter, Williamsburg; John C. Rooney,

                         DRAFT BOARDS AND CONSCRIPTION

While the Committee of Public Safety was engaged in rousing public sentiment and 
patriotic zeal the Congress of the United States prepared a conscription bill to 
put the man power of the country into military service. The country was 
organized in divisions, and part of the 4th and all of the 5th Division were 
allotted to Pennsylvania. In this state the sheriffs of all the counties, 
outside of Philadelphia, were called to a conference at Harrisburg to plan for 
the administration of the law. As a result the sheriff, president of the 
township commis-

sioners, and the county medical inspector formed the central board of 
registration in each county. This board was empowered to appoint registrars in 
every election district, except in such instances when cities of more than 
30,000 population lay within the county. In those cities, of which Altoona was 
one, registrants were appointed in each election precinct of each city ward. In 
Blair County, Sheriff Harry Holland, County Commissioner R. F. Bankert, and 
County Medical Inspector Dr. J. D. Findley, made up the central board of 
registration. In the city of Altoona, T. C. Hare, Mayor C. E. Rhodes, and Dr. 
Edwin B. Miller formed a similar committee. This organization was effected on 
May 24, 1917. The day upon which all men between the ages of 21 and 31 years 
were to register was set for June 5th. Thus in less than two weeks the 
tremendous task of informing the public and organizing a clerical force was set 
in motion. In this work the newspapers deserve immeasurable credit. The Altoona 
papers particularly, gave much space to the activities of the central boards and 
the registration requirements. Sixty men were pressed into service to aid in 
registering the men in this city on June 5th. They were all volunteers. On the 
date set for registration more than 5,000 men were registered in Altoona. The 
county as a whole, including Altoona, had a registration of 10,727 men. The next 
task was to make copies of the registration records and prepare for medical 
examinations. Teachers of the county schools, and high school pupils, 
particularly those adept in stenography, rendered invaluable service in this 
work. Immediately after registration was completed four conscription boards were 
organized in this county. The duties of the members of these boards were 
arduous. Physical examinations of the registrants, exemption pleas, the 
organization of the quotas to be sent to camps specified by the federal war 
department, the induction into the service, and the care of innumerable details, 
all fell within the province of these men. A major part of the success of the 
United States in the great war is due to the thorough, accurate work of this 
small group of civilian officials. Indeed the only accurate and complete records 
of Pennsylvanians known to have been inducted into the service of the United 
States at the time of the World War are those of the draft boards of the various 
counties. What became of the men after they arrived at the camps to which they 
were directed is a different story, and one in which the difficulties previously 
described were unavoidable because unforeseen. In Blair County, Local Board, 
Division No. 1, was located at 3241 and 3242 Allegheny Street, Hollidaysburg.

Board, No. 1, at Hollidaysburg had jurisdiction over 6,050 registrants in the 
county, of whom 706 were inducted into the service. Of this number, 403 were 
sent to the general supply camp at Camp Lee, Virginia; 49 to cantonments, camps, 
barracks, colleges and training stations; 20 to Vancouver Barracks, Washington, 
as soldiers in the Spruce Division; 6 to the military aeronautics camp at Kelly 
Field, San Antonio, Texas; 1 to the gas defense section at Washington, D. C.; 
139 to college vocational divisions. The latter group was the largest number 
sent by any local board in the state. The townships and boroughs that fell 
within its jurisdiction were: Allegheny Township, Blair Township, Catharine 
Township, Duncansville Borough, Frankstown Township, Freedom Township, Gaysport 
Borough, Greenfield Township, Huston Township, Hollidaysburg Borough, Juniata

Spring Borough, Taylor Township, Hollidaysburg Borough, and Woodbury Township.

                                OTHER ACTIVITIES

In May, 1917, the Altoona Chamber of Commerce launched a program to boost 
agricultural production. Their motto, "Put the Plow Behind the Flag," quickly 
caught the imagination of the populace. Community gardening was encouraged and 
many vacant lots in the city soon became thriving, miniature, truck farms. The 
public schools assisted in this work by granting credits to boys who engaged in 
farm work. Some of the public-spirited citizens, business and social 
organizations donated unused land for gardening. The Tyrone Brick and Tile 
Company granted the use of 125 acres of land to the citizens. Near Altoona, 
Thomas H. Greevy donated about 100 acres of ground for war gardens, and the 
Hebrew Reformed Congregation turned over five additional ones. Everywhere people 
were unselfishly putting forth their efforts to bring about effective campaigns. 
The presence of Marshal Joffre and members of the French Commission in this 
country inspired confidence. On the morning of May 9th, this group passed 
through Altoona. The Juniata Y. M. C. A. under the leadership of William Stahl, 
local secretary, held a reception for the soldiers from Camp Cresswell. Plans 
were made to extend the association's services to the camp. The First Liberty 
Loan Campaign in the county met with decided success. Altoona citizens 
subscribed $999,600, while Blair County subscribed $1,554,450.

Jacob Gemmill Davis, prominent banker, guided the various Liberty Loan Campaigns 
here throughout the war. Samuel S. Metz, another local banker, was also very 
active in these campaigns. Robert C. Wilson, cashier of the First National Bank 
of Altoona, served as chairman of the United War Work Campaign.

Membership in the Red Cross increased rapidly during the county campaign which 
was launched in the autumn of 1917. Originally there were 4,696 members, and by 
December 13,849 additional ones contributed to that organization. Others joined 
the Red Cross later. On September 30, 1917, Theodore Roosevelt, the former 
president, addressed a large audience at a Red Cross Rally held at Johnstown. 
More than 2,500 citizens of Blair County were in attendance, and Judge Thomas 
Baldrige also delivered an address. The splendid results of the membership 
campaign that followed, received an impetus at this meeting. C. T. Derick, of 
Bellwood, Mrs. Nason, of Roaring Spring, Mrs. W. W. Woods, of Williamsburg, E. 
F. Giles, Dr. J. D. Findley, Rev. F. Dean Miller, Harry Davis, W. C. Snyder, and 
Mrs. Mae Wilson, of Altoona, were active Red Cross workers. A chapter was 
organized at Hollidaysburg on October 3, 1917. The officers elected then were: 
J. King McLanahan, Jr., chairman; Miss Lysle Smith, vice-chairman; Mrs. Julian 
Millard, secretary; Miss Edith Baldrige, treasurer; Thomas H. Suckling, chairman 
of the administration committee; Frank J. Over, Sr., chairman of the military 
committee; John N. Drass, chairman of the civilian relief committee. The Grace 
Methodist Church in Altoona formed an auxiliary of the Blair County Red Cross on 
September 30, 1917. Mrs. L. B. Stroble was chairman; Mrs. Nellie Walters, 
assistant chairman: Mrs. Ira Miller, secretary, and Mrs. A. J. Bradley, 
treasurer. Other branches of the Red Cross were organized throughout the county. 
Much of its work will probably never receive mention. In addition to preparing 
hospital supplies and knitting garments, money was collected for the relief of 
Belgian and French sufferers, and families of local men who were in the service 
of the United States were looked after and their difficulties straightened out. 
Their activities did not cease with the cessation of hostilities. The men had to 
come home, secure positions, and meet the very difficult problems of adjusting 
themselves to the ways of peace. Mrs. J. E. McAleer, head of the canteen 
department of the Red Cross in this county, reported that 1,000 men had been fed 
in the headquarters at Altoona during February, 1919. John N. Drass, of the 
civilian relief committee, found it necessary to place three civilian relief 
workers in each city ward after March 4, 1919. Pupils of the Sacred Heart School 
made 100 small coats, and a similar number of small waists for needy war orphans 
in February, 1919. Mrs. Jessie E. Findley, supervisor of refugee work and 
hospital garments, reported that 1,449 articles for hospital use had been 
prepared in that month. To list the names of all the workers in this great 
movement would be an impossible task for this volume. Suffice it to say that 
they were legion, and from their hearts and purses flowed the love and the 
wealth of a great people.

The children of Blair County took part in the events that aided in bringing a 
successful termination to the great conflict. William O'Brien, William West-

fall and Howard L. Fetters, Altoona boys, made too trench candles which they 
gave to the Emergency Aid on December 8, 1917. Other lads between the ages of 16 
and 21 joined the Boys' Working Reserve of Blair County for the purpose of 
contributing their services in industrial and commercial work of a non-military 
nature. O. B. Furrer, of Altoona, was the director.

With the approach of Christmas, 1917, some of the service men were in France, 
while many others were scattered in camps throughout this country. One local 
organization sent 70 boxes of chocolate almond bars to the men of Company G, 
110th Pennsylvania Infantry at Camp Hancock, Georgia. The employees of the 
Schwarzenbach-Huber Silk Company made cash contributions for gifts for the 
soldiers in camps. These are only examples of the efforts made to brighten the 
lives of the men in the service. The Y. M. C. A. became the headquarters to 
which such contributions as books, magazines, and victrola records for the use 
of the soldiers en route to camp, could be brought.

In the third week of February, 1919, Welcome Home Headquarters were established 
in Altoona. Within the two weeks that ensued 400 personal letters were written, 
200 personal interviews were held, and 14 men were given assistance. Others were 
directed to various organizations of the city. The secretaries called at 165 
homes, and the War Mothers' Association presented potted plants, ferns and 
curtains to make the rooms at the headquarters attractive.

While Sergeant William F. Crawford of the 17th United States Cavalry was in 
France he wrote to his father, William F. Crawford, Sr., of South Altoona, 
concerning a memorable experience. His letter appeared in an issue of the 
Altoona Tribune. It follows in part: "* * * * * Am going to swank a little now: 
President Poincare, General Petain and General Pershing and Staff, with the 
minister of war, inspected our quarters. I had the honor to escort them through 
the quarters, being asked to do so by General Pershing, and I'll venture that 
President Poincare never saw an American soldier any straighter than I.* * * *

Oramel Harter, son of Rev. and Mrs. E. E. Harter, of Hollidaysburg, served in 
the Canadian Navy during the war. He was stationed on the warship "Niobe" in the 
harbor at Halifax, Nova Scotia, when the munitions ship "Mont Blanc" blew up. 
Mr. Harter reported that his vessel was within 500 yards of the "Mont Blanc," 
and that, although he was temporarily deafened, he suffered only minor injuries. 
These are only two of many experiences of Blair County soldiers.

Honorable Henry W. Shoemaker, United States Minister to Bulgaria, was identified 
with many of the greatest national organizations for the successful propagation 
of the war. He was a member of the State Council of National Defence, and of the 
Pennsylvania Reserve Militia. The Pennsylvania National Guard sent him to Europe 
as its special representative, and the federal government placed him in the 
Military Intelligence Division of the General Staff at Washington. He 
contributed to the success of financial and journalistic campaigns of all types 
in Blair County. With Mr. Reuben Long and others, he was responsible for the 
erection of a flag staff and the floating of the American flag

on Mr. Long's farm near Blue Knob. Near this point the highest peak in 
Pennsylvania is said to be located.

Nearly thirteen years have passed since that great day in November, 1918, when a 
warring world found itself facing a new era. President Hoover has just presented 
his debt moratorium that is said by some to be the greatest achievement since 
the Armistice. The world suffered much in the holocaust. The names of Blair 
County's soldier dead are engravened in tablets of bronze, and in the hearts of 
our citizens. The poet Brooke wrote of foreign soil that is forever England." 
May that French soil that is forever America, be a constant reminder of the 
awfulness of war, and an inspiration to Blair County citizens to continue in the 
arts of peace, and maintain in the future as they have in the past, their high 
standards of service for the good causes of society.
