Mr. Joe Richard Wiggins, Jr. was born to Thelma H. Wiggins and Joe R. Wiggins, Sr. in Edgecombe County, North Carolina on July 30, 1955. He passed away quickly and in peace in North Charleston, South Carolina on Friday, September 28, 2001. Joe Wiggins attended the public schools of Greensboro, North Carolina and North Carolina A&T State University in Greensboro, North Carolina. He then joined the U.S. Navy on January 16, 1980 and entered the submarine service. He attended the Enlisted Basic Submarine Course, Machinist Mate "A" school, and four technical schools. He served his tour of duty on the nuclear powered submarine, USS Sand Lance (SSN660), stationed in Charleston, South Carolina; it was onboard this submarine, as a member of Auxiliary Division, that he was designated as a qualified submariner. He earned and was authorized to wear three Sea Service Deployment Ribbons, the Meritorious Unit Commendation medal, the Navy Expeditionary Medal, the Battle Efficiency "E" medal for excellence, and the enlisted submarine device, affectionately referred to by submariners as his "silver dolphins". Upon discharge from the U.S. Navy as Machinist Mate Petty Officer Second Class (Submarines) Joe Richard Wiggins on January 15, 1986, he worked at the Charleston Naval Shipyard, starting in the Quality Assurance Shop. When that shipyard was closed by the federal government, he transferred to Fort Hood, Texas and worked in supply management for about three years, prior to returning to Charleston, South Carolina. Mr. Wiggins married Joyce Vernice Watson on August 7, 1982 in Windsor, North Carolina and they had two children, Danielle Nicole Wiggins, born on June 6, 1985, and Joe Richard Wiggins, III, born on January 22, 1989. Both children were born in Charleston, South Carolina. In addition to his wife and children, Mr. Wiggins is survived by his mother, Mrs. Thelma Wiggins of Rocky Mount North Carolina; an aunt, Mrs. Josephine Heugan (married to Herbert Heugan); an uncle, Mr. William Hobbs (married to Gardenia Hobbs); two brothers, Mr. Milton Ray Wiggins of Chicago, Illinois and Mr. Maceo Wiggins, Rocky Mount, North Carolina; three sisters, Mrs. Josephine W. Jones of Aiken, South Carolina, Miss Bertha Wiggins of Rocky Mount, North Carolina, and Miss Deborah Wiggins of Tarboro, North Carolina; as well as a host of relatives and friends who grieve their loss but who also celebrate his time with them on Earth and his passing to a greater life with our Father in Heaven. Funeral Services will held at 1 PM on Friday, October 5 at Stokes Funeral Home, 207 Albemarle Avenue, Rocky Mount, North Carolina 27801. Commitment will be at the Pineview Cemetery in Rocky Mount.
