Mrs. Ballard was born in Georgetown on October 11, 1916, a daughter of the late Henry Gilbert Rowe and Orie Douglas Rowe. Mrs. Ballard was a retired employee of International Paper Company in Georgetown and a member of the Quarter Century Club at the paper mill. She was a member of Trinity United Methodist Church in Anderson and the Wesley Sunday School Class of the church. Mrs. Ballard was a former volunteer for Hospice of Georgetown County, Inc., Georgetown County Chamber of Commerce, and the Friends of the Georgetown County Public Library. She was the widow of Kenneth Earl Ballard, Sr. Surviving are two daughters, Caryl Kaye B. Dillard and her husband Buddy of Anderson, and Elise B. O'Hara and her husband Leslie of Pawley's Island; a son, Kenneth Earl Ballard, Jr. and his wife Paula of Greenwood; a brother, Dr. William E. Rowe of Chattanooga, Tenn.; six grandchildren; five great-grandchildren; and several nieces and nephews. Funeral services will be Thursday morning, November 1, 2001 at eleven o'clock at the Georgetown Chapel of Mayer Funeral Home. Officiating will be the Rev. Robert N. Carlisle. Burial will follow in Pennyroyal Memorial Gardens in Georgetown. A memorial service will be three o'clock Sunday, November 4, 2001 in Trinity United Methodist Church in Anderson. The family will receive friends at the funeral home Thursday morning prior to the service from ten o'clock until eleven o'clock.
