Lieutenant Payne was born in New York City, NY., on August 23, 1924, the son of George Alford Payne and Patricia Amelia Bohrman Payne . He was a veteran of WWII, the Korean War, and Viet Nam., Lt. Payne graduated from Trident Technical College and was a member of the following: Fleet Reserve Association, L. Mendel Rivers No.50 Branch, USS Everglades Association Reunion, USS San Marcos Association Reunion, ICPOA Association, The Retired Officer's Association, Members of World War's, Hammerton Lodge No.332 A.F.M., Scottish Rite York Rite Bodies, Omar Temple Shrine, Dorchester Shrine, "Club", Gentlemen of the Creek, Past President of Trident Shrine Association, Past President of Square and Level Club, Past President of Sojourners, Life member of Keystone Kops, National Rifle Association, AARP, Senior Friends, Life Member of Live Oak Hunting Club and The Charleston Rifle Club.
