Cecil was retired from the Navy after 26 years of service as a Senior Chief, PCNS. He held a post on the Board of Directors for the Norfolk Air Federal Credit Union for ten years. A graduate and a member of two honor societies as Troy State University and an active Alumni. A Mason, Cecil was a member of the Olde Towne Lodge #405, here in Charleston. He was an avid yachtsman, and a member of the Charleston Yacht Club, where he served a term as a Board Member. He held a USCG 100-Ton Captains License with towing endorsement. He worked as a volunteer for the Anchors Away Program here in Charleston. Cecil served as President of the Custom Canvas of Charleston Corporation for 11 years. He was an employment counselor with the State of South Carolina Employment Security Commission until his retirement. He was a member of the American Trekehner Association. Survived by his wife, Julie Pat Light of Charleston, S.C., sister, Louise Boucher of Manchester, N.H., sisters-in-law, Jean Light Willis of St. Augustine, Fla., Fay Jowers Bradford of Atlanta, Ga., and Susan Light of Christianburg, Va. Children, Bill Jowers and Lolly Green of North Carolina, Steven, Mark, and Leslie Jowers of Virginia. Step-children, Julia Theresa Pryor, K'Anne Thibaudeau of Charleston, Emily-Jo Lee and Cheryl Elizabeth Birdsong of Franklin, Va., 15 grandchildren, a special niece, Kimberly Jowers of Charlotte, N.C., a special nephew, Darryl Jowers of Georgia and a cousin, Albert Jowers of Jacksonville, Fla.
