PLEASANT CHAPEL.Todd Joseph Carter was born January 27, 1985, in Georgetown, S.C., the son of Dr. James Folger Carter and Deborah Cook Carter. He was a Junior at Wando High School. He lettered his sophomore year in football and received the Offensive Scout Player of the Year Award. He was the starting center for Wando High football team. He loved hunting, fishing, boating, water sports and football. He was a loving and loyal son, brother and friend. He is survived by his parents of Mount Pleasant, two brothers, Jared Carter and Chad Carter, both of Mount Pleasant, and grandfather Leroy Cook of Lake City, S.C. Preceded in death by his grandparents, Josephine S. Cook of Lake City, S.C., and A.B. and Mary Carter of Georgetown, S.C.In lieu of flowers, memorials may be made to Tara Hall Home for Boys, 510 Tara Hall Road, Georgetown, S.C., Hibben United Methodist Church Youth Fund, 690 Coleman Blvd., Mt.
