He was 54. Mr. Carter graduated from William Henry High in Dover and then spent one year in the Job Corps. He enlisted in the U.S. Army and served in Vietnam, where he received a medical discharge. He loved to play basketball and baseball and spending time with his nieces and nephews. Mr. Carter attended Mt. Olive School in Magnolia. He was preceded in death by his parents, Kennard Carter Sr. and Mary Hoxter Clark. He is survived by two sisters, Anna Deputy and Emma Taylor, both of Dover; a special friend and her family, Dolores Perry of Dover; an uncle, Milford Carter of Frederica; a special cousin, Carl Young of Felton; and a host of nieces, nephews and cousins. Dutton of Delmar died Thursday, April 3, 2003, in the home of Gail and Tommy Wootten of Delmar. She was 94. Mrs. Dutton was born in Wilmington, daughter of the late Suel H. Smith and Minnie Mae O'Neal Smith. She was, by turns, a waitress with the former Nichols and Truitt Restaurant in Delmar, a checker at the Wicomico Hotel in Salisbury and a worker in food service at the University of Maryland-College Park for 10 years. Mrs. Dutton was a member of St. Stephen's United Methodist Church, Delmar. In addition to her parents, she was preceded in death by her husband, George M. Dutton; and a brother, Earl Smith. She is survived by a granddaughter, Donna Causey of Delmar; a sister, Hattie Mae Moore of Delmar; two nieces, Barbara O'Neal of San Antonio, Texas, and Shirley Bowden of Laurel; and a nephew, Richard Moore of Woodbridge, Va. She was 85. Mrs. Elliott was born in Laurel, daughter of the late Lee and Etha Mae Baker Bailey. She retired after 30 years as a school bus contractor in the Laurel School District. Her family was very important to her, especially her grandchildren, and she will be greatly missed by them. Mrs. Elliott was a member of the Church of Christ in Laurel. In addition to her parents, she was preceded in death by her husband, James T. Elliott, in 1964; a son, Nelson Elliott; a daughter, Judy Elliott; three sisters, Mildred West, Katherine Hastings and Grace Collins; and three brothers, Ralph Bailey, Woodrow Bailey and Orville Bailey. She was 71. Mrs. Jarrell was born July 26, 1931, in Barclay, daughter of the late Clarence Dewey and Mary Elizabeth (Holden) Seward. She was a homemaker. Mrs. Jarrell was a lifetime resident of Queen Anne's County. She loved helping the people that lived in the community. She was known as "Mom-Mom Nellie" to most of the children in the area. In addition to her parents, she was preceded in death by her husband, Julian Jarrell, Jan. 24, 2001; a stepson, J.B. Jarrell; two stepdaughters, Shirley Connor and Joan Courtney; a brother, M. Long of Millsboro died Wednesday, April 2, 2003, in Life Care of Lofland Park, Seaford. He was 88. Mr. Long was born in Frankford, son of the late Ivy and Sarah West Long. He was a veteran of World War II, serving in the U.S. Navy. Mr. Long was a retired farmer and worked for the Paramount Poultry Co. for many years. He was also a retired security policeman for Ocean Pines in Berlin, Md. He was an avid hunter and fisherman. Mr. Long was a member of Selbyville Elks Lodge 2173. In addition to his parents, he was preceded in death by his wife, Lottie M. Long, in January 2003; his brothers, Clifton and Delpha Long; and a sister, Jeannette Outten. He was 85. Mr. McWilliams was born March 18, 1918, in East New Market, son of the late Benjamin Franklin and Celete Harrington McWilliams. He was a World War II Army veteran, serving with the 350th Infantry Regiment in the Mediterranean Theater. He had retired from E.I. DuPont in Seaford as an electrician after 35 years of service. Mr. McWilliams attended Union United Methodist Church and First Church of God, both in Federalsburg. In addition to his parents, he was preceded in death by his wife, Emma Louise Connelly McWilliams, in 1997. He is survived by two daughters and sons-in-law, Joan Katherine and Robert Dulin of Montclair, Va., and Marjorie Ann and Frank Adams of Federalsburg; a close friend, Eileen Caulk of Federalsburg; five grandchildren; nine great- grandchildren; and a great-great-grandchild. "Tiny" "Bubbles" Mench Sr. of Chestertown died Tuesday, April 1, 2003, in Magnolia Hall Rehabilitation and Nursing Home. He was 53. Mr. Mench was born Jan. 13, 1950, in Baltimore, son of the late William and Margaret Eng1eman Mench. He had been an equipment operator and truck driver in construction. He enjoyed fishing and car races. Mr. Mench was a life member of the Chestertown Volunteer Fire Co., Kent County Station 6, where he was a past chief engineer and, at the time of his death, was serving as assistant chief engineer. He is survived by two children, Amy and JR; two half-brothers, Arthur Mench and Tommy Mench; and devoted friends, Leanne and Dickie Leager and Calvin "Cappy" Patrick and their respective families. Burial will be in St. George's Cemetery, Clarksville. --------------------------------------------------------------- * George Washington Sinner, 78 MILFORD - George Washington Sinner of Milford died Thursday, April 3, 2003, in Bayhealth-Kent General Hospital, Dover. He was 78. Mr. Sinner was born in Philadelphia, son of the late Ludlow and Ruth (Smith) Sinner. He was a direct descendent of Mary Ball, George Washington's mother, and the 11th generation Smith born in Philadelphia. He was a graduate of the University of Pennsylvania and the Wharton School. He was a major in the U.S. Army Air Corps, serving as a navigator on B-17s based in England during World War II. During his time of service, he was shot down twice over Europe. Mr. Sinner was a certified public accountant and was an agent with the Internal Revenue Service and the Department of the Treasury in Philadelphia and Camden, N.J., for 30 years, retiring in 1985. He is survived by his wife of 18 years, Dorothy F. (Levitsky) Sinner; a sister and brother-in-law, Ruthe and Jack Griffith of Madison, N.J.; his sister- in-law, Ellan Levitsky Orkin of Milford; two nieces, Judy Griffith and Nancy Ninni; and many close friends and relatives. Sterling Sr., 78 DOVER - Eugene N. Sterling Sr. of Dover died of a heart attack Wednesday, April 2, 2003, in Bayhealth-Kent General Hospital, Dover. He was 78. Mr. Sterling was born Jan. 20, 1925, in Crisfield, Md., son of the late Gordon C. Sterling and Margaret Ward Sterling. He began his career working with the U.S. Post Office and Suburban Propane, and managed a confectionery store. In 1950, he became an agent with Metropolitan Life Insurance Co. in Salisbury, Md. He worked his way up through the company, serving as an agency manager for 15 years, and then, as a sales manager for four. At the time of his death, he was a senior account manager. He was employed with Metropolitan for 53 years, earning his trademark name of "Mr. Pension." He enjoyed tennis, golf, boating, fishing, traveling, archery and ballroom dancing. He most enjoyed spending time at his beach home with his family. Mr. Sterling served as past president of the Dover Rotary Club, and was a Mason and a member of the Dover Dancing Club, Del-Mar-Va Boy Scout Council and Wild Quail Country Club. He was a founder of the Wicomico Bowman's Club. Additionally, he was a past board president of Delaware Hospice and chaired the first Festival of Trees. At the time of his death, he was serving on the board of aid in Dover and volunteered countless fund-raising hours with the YMCA and Bayhealth, where he would serve as master of ceremonies at the annual hospital volunteer banquet. He was a past president and original member of the National Association of Insurance and Financial Advisors. He was a Life Underwriters Training Council graduate, a registered representative, a certified life underwriter and a life member of Met Life Presidents Conference, where he qualified for 14 years. He qualified for Met Life's Leaders Conference for 15 years. He was a daily member in the Dover Breakfast Club, where he enjoyed morning coffee with his fellow businessmen and friends. He is survived by his wife of almost 58 years, Annabel Warwick Sterling; four sons and four daughters-in-law, Eugene N. Sterling Jr. and Claire Sterling of Mount Vernon, Va., and Stuart, Fla., Larry D. and Patricia Sterling of Wyoming and C. Keith and Kimberly Sterling and Dr. Bryan K. and Amy Sterling, all of Dover; and three granddaughters, Christine Sterling and Alison Sterling, both of Mount Vernon and Stuart, and Alexis Carey Sterling of Dover. He was 67. Mr. Windsor was born Oct. 22, 1934, in Wingate, Md., son of the late Hilda and Hammond Windsor. He began his career as a waterman. In 1959, he began his employment with E.I. DuPont in Seaford, where he retired after 33 years of service. Mr. Windsor was an avid and skilled sportsman. He became a champion archer and managed to master golf, billiards and softball. He was an airplane pilot and, at one time, entered prize beagles in field trials. Fiercely loyal to his friends and his company, he will be missed for his wry sense of humor. In recent times, he became fond of traveling to places such as Alaska and Panama on cruise ships, which, he said, he much preferred to nursing homes. He is survived by his wife of 35 years, Leona, three children and their respective spouses, Jo and Gerry Patt of Salisbury, Md., Capt. Marti Blose and Brad Blose of San Antonio, Texas, now stationed in Wurtzburg, Germany, and Samuel Edward and Tammy Windsor of Salisbury, Md.; a stepchild, Jeffrey Harris of Ocean City, Md.; seven grandchildren, Linnea Patt, Steven Blose, Samantha Blose, Nicholas Windsor, Jeff Harris Jr., Haley Harris and Harley Harris; and two sisters, Cleyta Murphy of Delmar and Patricia Santiago of Dover.
