Pittsburgh Gazette November 18, 1797
Westmoreland County, Pennsylvania   September 18, 1797.  
The Subscriber, having been solicited to build a Mill on the Youghiogeny 
river, between Sehwickly and Jacob's creek, where it will be necessary to 
erect a Dam, five feet high, across the Bed of the river.  I have consented to 
undertake this useful and important work, provided I can obtain authority from 
the Legislature for the purpose; on condition that I shall so construct my 
dam, with sufficient Locks as to pass Boats, up and down, free of expense, and 
without longer detention than then minutes to each boat.
 
This therefore, is to give public notice, that I shall petitions the 
Legislature of the state, at the commencement of their session next December, 
for a law authorising my so to do.  If any of the land holders or inhabitants, 
on the banks or waters of the river, have objection thereto, they are 
earnestly requested to make the same known, in time to the Legislature, with 
their reasons for such objections.

The Yoghiogany, being generally full of water during the months of February, 
March April and May, the contemplated dam will be no obstruction to the 
passage of Fish up river: On the contrary, it will formm a nursery for the 
propagation and preservation of Fish, during dry seasons.

The servious difficulties and distresses, yearly experienced by the poorer 
inhabitants of Westmoreland, Fayette, Washington and Allegheny counties, form 
the want of sufficient Mill feats, have induced a number of respectable 
freeholders, of those counties, to unite in recommending the Prayer of my 
petition to the Legislature; and I flatter myself, that my undertaking will 
meet as it certainly merits, the approbation of all persons interested in the 
prosperity of our country.   James. M'Grew
