STATE OF PENNSYLVANIA
CAMBRIA COUNTY

Before me, Celestine J. Blair, Register of the Probate of Wills and granting 
Letters of Administration in and for the County, personally came John R. Bowser, 
who being duly affirmed according to law, doth depose and say that George L. 
Bowser, late of West Taylor Twp., in said county died on or about the 8th of 
July, 1891, at about 7 o'clock a.m.

COUNTY OF CAMBRIA
At an Orphans' Court held in and for said County, on the Sixth day of April 
A.D., 1891 before the Judges thereof, the petition of Catherine Bowser, formerly 
Catherine Kerns and Martha E. Kerns was rend, setting forth, that the 
petitioners are minor children of William Kerns late of Cambria County deceased, 
under the age of fourteen years, and has no guardian to take care of their 
persons and estates and praying that Court to appoint a guardian for the purpose 
aforesaid.
WHEREUPON the Court did appoint George Bowser guardian of said minor upon his
giving bail in One Thousand Dollars which on the same day was according done.

In the matter of the petition of Martha E. Wyman, formerly, Martha E. Kerns, for 
a citation to George L. Bowser, her guardian to file an account.
Dec. 3rd 1889 citation awarded Mar. 3rd 1890 answer of Guardian filed. and now 
December 5th 1894, on motion of Jno. H. Brown, counsel for petitioner, and with 
the consent of Jno. E. Gasteiger Esq., counsel for John R. Bowser, the 
Administrator of George L. Bowser, dec'd and F. P. Martin Esq., Counsel for 
William Ribblett, surety on the bond of said George L Bowser, dec'd as guardian, 
R S Murphy Esq., is appointed an Auditor to state an account for the 
Administrator of said George L. Bowser dec'd, who was guardian of Martha E.
Wyman, formerly Martha E. Kerns.

Daniel and Martha E (?) of William Kerns, Sr.

In response to personal request of Hon. J. D. Hicks, relative to the case above 
cited, I have to advise you that an official statement from the Bureau in 
matters pertaining to pension claims is sufficient without oath and that there 
is no provision of law authorizing the payment for fee therefore.
Pension was allowed on account of the two children above named from Dec. 18, 
1868, the widow of the soldier having remarried Dec. 17, 1868. The total rates 
of pension were, $12 per month until April 11, 1872, when the child Daniel 
becomes 16 years of age, and $10 per month thereafter until June 5, 1876 when 
the child Martha E., become 16 years of age. The guardian, Mr. George L. Bowser, 
therefore received for the children together $477.22 and for the child Martha E 
alone $498, but what disposition he made of these amounts he only can state
It is proper to add that if you desire a detailed statement of the quarterly 
payments of the pension application therefore should be made to Hon. Auditor for 
the Interior Department.
