Arkansas was part of the acquistion of the Louisiana Purchase. Missouri Territory had jurisdiction over Arkansas between 1812 and 1819.

Instructions on finding the Territorial Papers using the Nail search form:
Using this form and searching for the word "Territorial" entered on the first line and the word "AND" checked on the form between lines 1 and 2 and the word "Papers" on the second line, click the box "Only Descriptions Linked to Digital Copies", click "Submit Search". This will return 2 results, click on "View Results" and it will return the two results, the first of which is insignificant, (at least for this purpose). The second will take you to a page which lists where all of the Territorial Papers are filed. (If you fail to check the box for Digital records only, 18 results will be returned. Only results 10-18 are relative to this situation. Result 10 will take you to the same place as above,  Results 11-18 will take you to the links found on the above page.) Follow the links to see if the document you are interested in is available. There is also a link to a page where sample documents can be viewed and downloaded. (I'm sorry if this sounds complicated and I guess it is more difficult than it should be but I couldn't find a direct permanent link to the location. Even an e-mail to NARA failed to provide me with an address to use without going through the NAIL search engine. Remember, you're dealing with a Government agency. Happy Hunting!
